American NSA Jake Sullivan came to India on 6 January. He met Foreign Minister S Jaishankar in New Delhi.
America on Wednesday lifted the 20-year ban on three Indian nuclear organizations. These include Bhabha Atomic Research Center (BARC), Indira Gandhi Center for Atomic Research (IGCAR) and Indian Rare Earth (IRE).
At the same time, America has added 11 Chinese institutions to the sanctions list regarding national security. The United States Bureau of Industry and Security (BIS) has confirmed this.
America’s decision came after American NSA Jake Sullivan’s visit to India on January 6. Sullivan had said at Delhi IIT that the US will remove rules that are hindering cooperation between Indian nuclear institutions and American companies.
He had said that about 20 years ago, former President Bush and former Prime Minister of India Manmohan Singh had laid the foundation of a visionary idea of a nuclear agreement, which we now have to make a complete reality.
Actually, India conducted nuclear tests in Pokhran, Rajasthan on 11-13 May 1998. This test was known as Operation Shakti. Due to these tests many countries had imposed economic sanctions on India. The US then imposed sanctions on more than 200 Indian entities.

Historic agreement was signed during Manmohan government Manmohan Singh visited America in July 2005. During this, he got the then US President George W Bush to agree to a nuclear deal. However, for this America had set 2 conditions from India.
First- India will keep its military and civilian nuclear activities separate. second- After the delivery of nuclear technology and material, India’s nuclear facilities will be monitored by the International Atomic Energy Agency (IAEA).

India agreed to both the conditions. After this, in March 2006, the US President visited India. A historic agreement was signed between India and America during this visit.
However, opposition parties had opposed it. Left parties said that this agreement will affect India’s foreign policy.
Manmohan Singh proved his majority in Parliament after the Left parties withdrew their support. After this, on October 8, 2008, US President Bush signed this agreement and completed the last formalities.
However, the agreements made during this deal regarding installation of new reactors have not been implemented yet. However, the benefit of this deal for India was that it opened up the nuclear market to the entire world.
