Menon refused to go to Pakistan citing personal reasons. This time the Champions Trophy is being played in the hybrid model. All matches of Team India will be played in Dubai. Apart from this, all matches will be played in Pakistan.

Menon could not umpire in Dubai due to ICC rules. According to the rules, there cannot be an umpire of their respective country in any match between two teams. India will play all the matches in Dubai, so he could not umpire in these matches.
According to the report, ICC wanted to keep Menon in the Champions Trophy roster, but decided not to travel to Pakistan for personal reasons.
