4% reservation in government tenders to Muslim contractors in Karnataka: Proposal pass from Siddaramaiah cabinet, law will be converted in this session

The Karnataka government had announced to give 4% contracts to the Muslim community on March 7 during the budget in the assembly.

The Congress government of Karnataka will give 4 percent reservation to Muslim contractors in government tenders. According to sources, Chief Minister Siddaramaiah proposed a change in the Karnataka Transparency in Public Procurement (KTPP) Act in the cabinet meeting on Friday, which has been approved.

According to official sources, the bill of change in Transparency in Public Procurement (KTPP) Act will be brought in this budget session of the assembly. After passing from the assembly, the way to give 4 percent reservation to Muslims in the government tender of Karnataka will be cleared.

On this decision of the Karnataka government, BJP MP Ravi Shankar Prasad said- BJP is against it and we will continue to oppose it. Reservation in government contracts is completely unconstitutional. It can be allowed on the basis of social backwardness, but it is not acceptable to directly reservation to a religious community.

Deputy CM said- Kota is not only for Muslims

State Deputy CM DK Shivkumar during a program in Hubli Clearing about 4 percent reservation. He said- 4 percent reservation is only for Muslims. All this is for minorities and backward classes. He said that reservation is not for jobs or education, but to bid for contractors up to Rs 1 crore for government projects.

4 proposals passed in cabinet meeting

1. Reservation on tenders up to Rs 1 crore

While presenting the budget on 7 March, Chief Minister Siddaramaiah had said that the category-2B will be reserved for Muslims in the tender of the government department. Its sole purpose is to financially strengthen the Muslims of the state.

The CM said that apart from Muslims, the Government of Karnataka will also give SC-ST’s benefit of reservation in category 1,2A and 2B. Contractors of this class will be able to purchase goods and services under government departments, corporations and institutions. The category-2B will be for Muslims.

2. New Committee formed to improve Public Service Commission

The state government has decided to set up an expert committee to improve the Karnataka Public Service Commission (KPSC). Along with this, it has also been agreed to form a search committee for the appointment of KPSC members. The objective of the government’s move is to make the recruitment process more transparent and fair.

3. Amendment in Gram Panchayat Act also

Karnataka Village Swaraj and Panchayat Raj Amendment Bill were also approved in the cabinet meeting. With this, efforts will be made to make the panchayat system more transparent and effective. This amendment will strengthen rural development and administration, which will increase the functionality of local bodies.

4. Relief for Agriculture and Bioinoception Center

The meeting also approved the proposal of the Agriculture Department at Hebbal to give 4.24 acres of land to the International Flower Auction Bengaluru (IFAB) for two years. Apart from this, financial assistance of Rs 96.77 crore was also approved for reconstruction of equipment there after the fire incident at Bangalore Bioinoception Center.

Opposition statement on proposal

Congress MLA Rizwan said that the Congress wants to give equal opportunities to every minority community, especially the weaker sections of the society. He said that doing so is not a politics of appeasement and the entire business of contract is dominated by upper class.

Announced during the budget on 7 March

The Congress government of Karnataka presented the budget in the assembly on 7 March. During this time, the government had announced to reserve 4% of the contracts for the Muslim community in the Public Works Department.

In addition, in the budget, the Imam of the mosque has been given a monthly allowance of Rs 6 thousand, Rs 150 crore for the protection of Waqf properties, Rs 100 crore for Urdu schools and Rs 1 thousand crore for minority welfare.
