Analysis of Saini S

What will be the first budget of Chief Minister Naib Singh Saini? It remained almost the same as it was believed. Apart from Lado Laxmi Yojana, which gives Rs 2100 per month to women, no big announcement nor new scheme. Who will also be the beneficiary women of Lado Laxmi Yojana? Its

,

From this budget, CM Saini gave the message that instead of populist schemes, the government’s focus is on how to move forward on the track of development? The reason for this is also clear- there is no electoral compulsion in the near future.

There is also a kind of politics to give a kind of message behind announcing the Lado Laxmi Yojana. BJP had promised it in its resolution letter and announced it in the first budget. The Congress made a similar promise for women in 2022 in Himachal Pradesh and Aam Aadmi Party (AAP) in Punjab. AAP could not fulfill its promise even after three years, while the Congress government in Himachal has been able to implement it in a particular area itself.

Bihar assembly elections are to be held this year. In Delhi-Haryana, BJP has tried to convey a message in a way by fulfilling the promise made to women that there is no difference between its words and actions.

How much attention did the Saini government pay in the budget and whom he ignored? Come 10 questions Understand through…

Question 1: On whom was the government’s most focus Education, Infrastructure and Health. About one quarter of the budget of 2 lakh 5 thousand 17 crore of the state was kept for these 3 sectors. More than half of Haryana’s share comes in NCR and the government believes that focus on these three areas is necessary to pursue the state rapidly. In the budget speech, CM Naib Saini himself described agriculture as the backbone of the economy and the education -health as both arms. He said that the contribution of both of them in developed Haryana is going to be the biggest.

Actually, the government’s focus is on improving the current structure related to education. In the areas adjoining Delhi, it is also in its priority to strengthen the metro as well as highway networks. However, some of the projects mentioned by the CM are already in operation.

A provision of Rs 26,091.43 crore has been made for education. This is 6.15% higher than the previous year’s Rs 24,578.96 crore. In government schools, 1500 new smart classrooms, 1000 new science and mathematics laboratories, 3 new universities, a new polytechnic college in each district, 25 new skill development centers, Rs 2,500 crore have been kept for teachers’ salaries and training.

A budget of Rs 19004 crore has been kept for infrastructure. The government will mainly be spent on 42 road projects including expansion of Gurugram Metro, highway from Faridabad to Gurugram, bypass in Ambala to connect industrial areas, expansion of Delhi-Panipat highway.

A provision of Rs 10,159.54 crore has been made for health. This is 8.17% higher than the previous year’s Rs 9,391.87 crore. Under this, 70 new modular ICU centers in 14 districts, five new medical colleges, a new diagnostic center in each district, Gurugram, Hisar, Multi-Specialty Hospital in Gurugram, Hisar, Faridabad, mobile health clinic in villages.

Question 2. How much care was taken by women? Will the Saini government start the Lado Laxmi Yojana to give Rs 2100 per month to women? If yes, who will get the benefit of this? The same question about the budget was in discussion. In the Haryana Assembly elections, BJP promised this scheme in its resolution letter and women were the biggest role in forming its government for the third consecutive time in the state.

CM Saini made a provision of five thousand crore rupees for this scheme in the budget, but did not say who will get the benefit of the scheme? And when will you get? Soon after Saini’s announcement in the House, senior Congress leader and former Chief Minister Bhupendra Singh Hooda stood up and asked for its criterion, and Saini said that Criteria is being built. That is, at present, the ruling party is also unable to clarify who will be the beneficiaries of Lado Laxmi Yojana?

Before the election, the BJP had promised to give Rs 2100 to each woman under the Ladli Laxmi Yojana, but made a provision of only five thousand crores in the budget, but who will get this benefit, when will it get and what will be the criterion, it has been said about it. Only 25 percent of the women of the state can benefit from the budget kept by the government for this scheme. If all the women of the state have to give this amount, then a provision of 12 thousand crore rupees will have to be made. It is being said that the government can impose some conditions to keep most women out of this scheme. However, the government has announced to build a hospital with 70 new medical facilities in 14 districts for women safety and health.

Dialysis centers and MRI facilities are expanded, financial assistance up to Rs 25 lakh to women self -help groups, startups and special grants for small industries, expansion of women polytechnic and business training centers, nutrition and care schemes for pregnant women, expansion of women’s helpline and law aid centers. It has also been said to give more reservation to women in employment. Which is normally mentioned in every budget.

Question 3. How much care is taken to the youth and sports plains? The government did not announce any new big recruitment for the youth, but claimed to give 50 thousand jobs. CM said to give ‘international employment’. In such a situation, it is not clear now whether the youth of the state will be sent abroad to do wages, or the government’s planning is something else like last time.

In the budget, SC, OBC and economically weaker section (EWS) youth were proposed to give a discount of up to 50% in the exam fees of government recruitment. The youth will not have to deposit the fees again and again.

Sports and players are identifying Haryana. Its imprint was also seen in CM Saini’s budget. He talked about getting health insurance, new scholarship scheme for players, reward of up to Rs 50 lakh for performing better as well as to open the Academy at affordable rates to the sports person to open the academy.

A provision of Rs 3,388.47 crore has been made for the sports department in the budget of 2025-26. This is 9.71% higher than the previous year’s Rs 3,088.52 crore. Under this, Rs 20 crore for Mission Olympics 2036, Sports Excellence Center in 5 Universities, new scholarship schemes for young players, construction and upgradation of international level sports facilities.

Rohtak MDU, Hisar CCSU, Hisar GJU, Kurukshetra Kuk and IGU Rewari will open new sports excellence centers. At the state level, a reward of 50 lakh, 30 lakh and 20 lakh rupees will be given to 3 best akharas per year.

Apart from this, a reward of 15 lakh, 10 lakh and 5 lakh rupees will be given to 3 best akharas at the district level. The number of sports nurseries will be increased from 1500 to 2 thousand. In the sports nursery, the scholarship of 8 to 14 years of players was increased to 2 thousand rupees per month and the scholarship of sports nursery players of 15 to 19 years to 3 thousand rupees. Every 10 km will be sports stadium, Olympic medal winner will get a loan of up to 5 crore for the Sports Academy at a cheaper rate. A budget of Rs 20 crore has been kept for Mission Olympic 2036.

Question 4. What did you do to promote the industry? Naib Saini’s budget speech had special emphasis on the industry and for this, 303% more budget was given than last time.

This is also the reason. Actually, a large part of the total GDP of Haryana comes from the industry itself. Financial assistance to 4 new industrial parks, new IMT, MSMEs, special funding for startups was said in the state. Steps will also be taken to regularize the illegal industry.

It is obvious that if the industry increases, then new labor will also come. Therefore, the Chief Minister said to make residents for workers in Rai, Manesar and Bawal Industrial Area.

Question 5. How much care was taken to the farmers? Chief Minister Naib Saini started his budget from the agriculture sector and described it as a bone of the backbone of the economy. However, the farmers did not announce direct benefits. The government did not increase any increase in the Kisan Samman fund of 6 thousand rupees annually by the Central Government.

The grant was definitely increased slightly to promote cross diversification. To increase the export of agricultural products related to agriculture, it was also said to construct a cargo warehouse at Hisar Airport.

Question 6. What is in the budget for employees and pensioners? It was announced to give Unified Pension Scheme (UPS) on the lines of the Center to employees seeking Old Pension Scheme (OPS) in the state. About 2 lakh employees of Haryana government will get its benefit. A committee has been formed for this. Pensioners will get exemption in homelone and health insurance. Dearness allowance will be increased by 4%. Apart from this, nothing was directly said about old age pension, widow pension, disabled and widow pension.

Question 7. What was announced for MLAs? State MLAs will now get 5–5 crore rupees to get development work done in their area. CM Saini smiled at the opposition after making an announcement related to this in the House. During this time some opposition members also commented. The Chief Minister clarified that the MLA will have to follow certain conditions to take this amount under the MLA Area Development Fund. In Haryana, MLAs have been receiving this amount earlier. It has now been extended.

Question 8. Focus on the departments of new ministers Those ministers of the government got more budget who either defeated a big face of Congress and reached the assembly or who have been related to some big house. These include Rao Narbir, Aarti Rao, Shruti Chaudhary and Gaurav Gautam.

Shruti and Aarti’s families have their own place in state politics, while Rao Narbir has access to Amit Shah directly. Gaurav Gautam defeated Karan Singh Dalal of Congress veteran Bhupendra Singh Hooda.

Question 9. No new scheme, allocation to old Naib Singh Saini did not announce any big scheme in his first budget that could be called a gamechanger. The budget has been increased for most of the already running schemes.

After the budget, Congress leader Randeep Surjewala also targeted the Chief Minister for one or two schemes.

Question 10. How different is the budget of Naib from Manohar? In 2024, when the then CM Manohar Lal Khatter presented his last budget, he was in front of him to form the BJP government for the third consecutive time in the state. Despite this, no major populist scheme was announced. This is the first budget of Naib Saini Sarkar.

There was no compulsion in front of Saini after the party’s unilateral performance in the assembly 6 months ago and the urban body elections this month. This is the reason why he did not start any new big scheme other than Lado Laxmi Yojana. However, the already running schemes were not closed.
