High level drama took place in the House on Monday during the Tamil Nadu Assembly session. Governor RN Ravi refused to deliver the address alleging insult to the national anthem and left the assembly midway. Earlier also in February 2024, he had done this.

As per tradition, the state anthem Tamil Thai Valthu is sung at the beginning of the proceedings of the House and the national anthem is sung at the end. But Governor Ravi objected to this rule and said that the national anthem should be sung both the times.

Raj Bhavan said- CM and Speaker refused to sing the national anthem

Raj Bhavan said in a statement, “Today once again the Constitution of India and the National Anthem were insulted in the Tamil Nadu Assembly. Respecting the National Anthem is one of the first fundamental duties enshrined in our Constitution. It should be read at the beginning and end of the Governor’s address. Sung in all State Assemblies.”

“Today only Tamil Thai Vazhathu was sung when the Governor came to the House. The Governor reminded the House of its constitutional duty and appealed to the Chief Minister, the leader of the House, and the Speaker to sing the national anthem. However, they refused. This is a serious matter. It is a matter of concern. Angered by the insult to the Constitution and the national anthem, the Governor left the House.”

The Governor had left the Assembly in February also After the Governor left the House, Assembly Speaker M. Appavu gave the address to be read out by the Governor. This is not the first time that there has been a debate between Raj Bhavan and the DMK government over this practice in the Tamil Nadu Assembly.

In February, the governor had refused to deliver the traditional address to the Assembly, saying the draft contained “many passages containing misleading claims which are far from the truth.” Raj Bhavan also said that the national anthem should be given due respect and played at the beginning and end of the Governor’s address.

In 2022, RN Ravi refused to read parts of the speech which contained the names of BR Ambedkar, Periyar, CN Annadurai, apart from the phrase ‘Dravidian model’ and some references to law and order in Tamil Nadu. Even after the House passed a resolution to record only official speeches and not to record the Governor’s speech, he walked out without waiting for the national anthem.

Government’s allegation- Governor works like BJP spokesperson RN Ravi was made the Governor of Tamil Nadu in 2021. Since then, there have been disputes between the MK Stalin government of the state and him on many issues. The Stalin government alleges that the Governor is acting like a BJP spokesperson. They stop government bills.

On this the Governor has said that the Constitution gives him the right to withhold his consent on the law. The dispute between Raj Bhavan and the state government has even reached the Supreme Court and Rashtrapati Bhavan. The Supreme Court and the Madras High Court had also said that governors should act on the advice of the Cabinet.
