The central government has called an all -party meeting on Thursday before the budget session of Parliament. The meeting will be held at 11.30 am in Annexe of Parliament. The central government will discuss with all parties on the upcoming Union Budget in the meeting.

The budget session of Parliament will begin on 31 January with the address of President Draupadi Murmu in the joint session of Parliament and then the next day the general budget will be presented on 1 February. Discussions on the President’s address in Lok Sabha and Rajya Sabha will begin from Monday.

Union Parliamentary Affairs Minister Kiren Rijiju appealed to the opposition leaders to cooperate during the Parliament session so that there could be smooth discussion in the House.

Budget session in two phases, PM Modi will answer on 6 February The budget session will be in two phases. The first phase will run from 31 January to 13 February. It will have nine meetings. PM Modi can respond to the debate in the Rajya Sabha on February 6. After this, both houses will be postponed by 13 February. The second phase of the session will begin on March 10 which will run till 4 April 2025.

What is a budget? Just as we need a budget to run our house, in the same way the budget is also needed to run the country. The budget we make of our house is usually a month.

6 big announcements that can be in this budget …

1. Cheap-cheaper: Petrol and diesel prices may decrease

  • Petrol and diesel prices can be reduced by cutting excise duty. Currently, petrol is charged Rs 19.90 and diesel Rs 15.80.
  • Import duty of parts associated with consumer electronics may decrease. It currently takes 20% duty on it. This can make items like mobile cheap.
  • Import duty on gold-silver can be increased. Right now it takes 6% duty. This can increase the prices of gold and silver.

3 reasons for these announcements

  • The Confederation of Indian Industry (CII) has recommended the government to cut excise duty on petrol and diesel. CII is an industry organization.
  • The cost of domestic manufacturing will reduce the cost of domestic manufacturing due to reduced import duty on electronics. This will give them boost. The government is offering such discounts under Make in India.
  • In the last budget, the government had reduced import duty on gold from 15% to 6%. Soon after, the annual import of gold increased by 104% to 87 thousand crores in August 2024. Now the government wants to reduce the import so that the trade deficit can be reduced.

2. Income Tax: Annual income of up to Rs 10 lakh can be free

  • Under the new regime, an annual income of up to Rs 10 lakh can be done.
  • A new tax bracket of 25% can be brought for income between Rs 15 lakh to 20 lakh rupees. It currently has 6 tax brackets. 30% tax is levied on income of more than Rs 15 lakh.
  • Under the new regime, the basic Examination Limit can be increased from Rs 3 lakh to Rs 5 lakh.

  • According to analysts, the government wants most people to adopt new tax regime. The new regime is easier than the old. There is no problem of documents in it.

3. Plans: PM Kisan Samman Nidhi can increase from 6 thousand to 12 thousand

  • PM Kisan Samman Fund: The annual can be increased from 6 thousand rupees to 12 thousand rupees. In this scheme, 2-2 thousand rupees are transferred to more than 9.4 crore farmers in 3 installments.
  • Ayushman Bharat Scheme: Its scope can be increased. Currently, economically weak and over 70 years old people get the benefit of this scheme. More than 36 crore cards have been made in this scheme.
  • Atal Pension Yojana (APY): The pension amount can be doubled, ie, 10 thousand rupees. At the moment, Maximum Monthly Pension is 5 thousand rupees. So far, more than 7 crore people have been registered in this scheme.

  • The Standing Committee of Parliament has recommended to increase the Kisan Samman Nidhi to Rs 12,000.
  • The government wants to give better health facility to more and more people.
  • Atal Pension Yojana (APY) was launched in 2015. There has been no major change in this for a long time.

4. Job: Internship for graduate youth in rural areas

  • ‘Integrated National Employment Policy’ can be introduced. In this, the schemes of separate employment ministries will be brought under one umbrella.
  • The internship program may be announced to work in government offices in rural areas. This internship will be for graduate youth only.
  • International Mobility Authority can be formed to help in getting jobs abroad.
  • Startups can be supported to increase skills and generate employment.

  • The CII has demanded to introduce the ‘Integrated National Employment Policy’. CII shares its decorations with the government in the pre budget meeting.
  • With the average age of 29 years, India is a young country. Therefore, there is a need to generate mass employment for growth.

5. Health: Roadmap to add 75 thousand seats in medical colleges

  • The budget of the health sector can be increased by about 10%. Last year, 90 thousand 958 crore rupees were given for health.
  • Import duty on medical devices such as MRI may be reduced. Currently, basic custom duty on it is between 7.5% to 10%.
  • In the next 5 years, the government has targeted to add 75 thousand seats to medical colleges. Its roadmap can be introduced in the budget.

  • To improve health infrastructure, it is necessary to increase the health budget.
  • The government wants to reduce the cost of treatment. Due to decrease in custom duty, the prices of medical equipment will decrease and checks will be cheaper.
  • It was announced by Prime Minister Narendra Modi in August 2024 to provide quality education within the country. PM Modi had said that he wants to make India a global education hub.

6. House: Price limit to buy cheap houses may increase

  • Affordable housing (cheap home) price limit for metro cities can be increased from Rs 45 lakh to Rs 70 lakh. That is, if someone purchases a house up to 70 lakh rupees, he will get a discount under the government scheme. The limit for other cities can be Rs 50 lakhs.
  • The tax exemption on home loan interest can be increased to Rs 5 lakh. Right now it is 2 lakh rupees.

  • There is a shortage of 1.01 crore cheap houses in India. This shortage can increase to 3.12 crores by 2030.
  • The real estate sector has demanded to increase the tax exemption on the interest of home loan to Rs 5 lakh.
