CAG report presented on Health Department in Delhi Assembly: not toilet in Mohalla Clinic; Staff shortage, long wait for large operation

Delhi CM Rekha Gupta kept the CAG report related to the Health Department in the Assembly. The 7 -page report stated that there is a lack of health infrastructure in Delhi.

The number of nurses and doctors is not enough. There is a lack of funding in women’s health programs. Ambulances do not have essential equipment. There is a shortage of ICUS.

According to the report, at least 21 Mohalla clinics of Delhi do not have a toilet. There is a shortage of staff in hospitals. Patients have to wait long for large operations.

Apart from this, the amount given by the Central Government to the Delhi government during Kovid-19 was not used. This report will be discussed in the House on Monday.

Meanwhile, suspended AAP MLAs from the assembly have sought time to meet the President.

At the time when the CAG report was being presented in the assembly, AAP MLAs protested against not getting entry in the House.

10 points of CAG report on health …

1. The AAP government was able to use only Rs 582.84 crore out of Rs 787.91 crore given by the central government during Kovid.

2. Out of Rs 119.85 crore released for PPE kits, masks and medicines, Rs 83.14 crore was not used.

3. Mohalla clinics did not have basic things needed. 21 clinics did not have toilets, 15 clinics in electricity and 6 clinics did not have tables. As of January 2025, there were 546 Mohalla clinics in 70 assembly constituencies of Delhi.

4. Ayush dispensary had the same condition. Out of 49 dispensary, there was no electricity in 17, toilet in 7 and 14 in drinking water.

5. Despite the lack of beds in hospitals, only 1357 beds were increased. Whereas the government had promised to increase a total of 32 thousand beds in the budget from 2016-17 to 2020-2021.

6. Only three new hospitals were built during the AAP government. The cost of the third hospital was much higher than the cost of the tender.

7. 6 modular/cm-modular operation theater (OT), Stone Center, Transplant ICU and ward, kitchen, 77 private rooms, 16 ICU beds, 154 general beds and resident doctors hostels were not in current condition at Rajiv Gandhi Super Specialty Hospital.

8. 7 modular OT, kitchen, blood bank, emergency, medical gas pipeline, 10 CCU beds and 200 general beds were not operational in Janakpuri Super Specialty Hospital. The bed occupancy was 20 to 40%.

9. There was no permanent system of special doctors for 24 -hour Emergency Service at the Trauma Center of Lok Nayak Hospital.

10. Out of 27 hospitals, 14 in ICU, 16 blood banks in 16, oxygen in 8, Morchuri in 15 and 12 hospitals were not ambulances.

Loss of ₹ 2002 crore in report on liquor policy CM Rekha Gupta presented the CAG report on the Delhi liquor policy in the House on 25 February. The report revealed a loss of Rs 2002 crore due to AAP’s wrong liquor policy.

AAP MLAs shouted slogans during the LG address on 25 February. After this, 21 AAP MLAs were suspended by speaker Vijendra Gupta. On Thursday, AAP MLAs demonstrated outside the assembly for more than 6 hours in the assembly.

BJP chose deputy speaker without opposition On the third day of the session on Thursday, without the opposition, the BJP elected 6 -time MLA Mohan Singh Bisht as the deputy speaker of the assembly. CM Rekha Gupta proposed his name. Environment Minister Manjinder Singh Sirsa supported this. Bisht is an MLA from Mustafabad.

However, earlier AAP MLA Amanatullah Khan, the only AAP MLA present in the House, had asked the speaker to call our colleagues in the assembly. If the deputy speaker is to be selected, then it is also necessary to have opposition in it.

14 CAG reports can be introduced The Delhi Assembly session, which started from 24 February, was scheduled to end on 27 February. However, the latter session has been extended to 3 March. During this period, 14 Comptroller and Auditor General of India (CAG) report may be presented in the assembly.

27 February, third day: 6 hours of AAP MLAs against suspension, Mohan Bisht was elected deputy speaker without opposition

Outside the Delhi Assembly, 22 Aam Aadmi Party (AAP) MLAs performed for more than 6 hours on Thursday. They were opposing suspension from the House. In fact, AAP MLAs shouted slogans during LG’s address on 25 February. After this, speaker Vijendra Gupta suspended 21 of the 22 MLAs for 3 days.

Leader of Opposition Atishi said- For the first time in the history of the country, MLAs are being prevented from going to the assembly. Today will be known as a black day in the history of democracy. AAP has sought time to meet tomorrow to raise this issue in front of the President.
