Currently, State Governments are using their own portals for registration of packaged goods, issuance of licenses and verification/stamping of weights and measures instruments. There are no online mechanisms for enforcement activities and resolution of crimes. Therefore, the Department of Consumer Affairs is integrating all the State portals as National Legal Metrology Portal ‘eMAP’ which will cover all the legal metrology functions including enforcement and will help in creating a unified data base.
Several meetings were held under the chairmanship of Secretary, Department of Consumer Affairs for the development of the portal. A hybrid meeting was held with the Controllers of Legal Metrology and their representatives along with NIC on August 30, 2024 to discuss the initial framework. Another hybrid meeting chaired by the Secretary of the Department was held on November 28, 2024 and attended by the industry and industry associations like FICCI, CII, PHD, ASSOCHAM, representatives of State Legal Metrology Departments and the team of NIC. The meeting discussed refinement of the portal to better serve traders, manufacturers, packers, importers of packaged goods and manufacturers, dealers and repairers of weighing and measuring instruments. The suggestions received during these discussions are being reviewed and incorporated to make the portal efficient and user friendly.
The eMap portal simplifies critical processes such as license issuance, renewal and modification. It also facilitates verification and stamping of weighing and measuring instruments, registration certificates and appeals etc. It reduces the compliance burden and paperwork for traders and industries and ensures timely compliance with the provisions of the Legal Metrology Act, 2009 and the rules made thereunder, thereby creating a transparent and conducive environment for doing business. The portal is expected to enhance efficiency and accountability as well as boost production capacity.
