Dainik Bhaskar on January 22 made a big revelation about the surgeries of patients without disease in the hospitals of UP-Bihar. We also revealed new trends ranging from fake operations to fraud on the part of doctors to embezzle money from the Ayushman Bharat scheme.
Dainik Bhaskar’s investigation team investigated in Bagaha, Bihar for 30 days, in which it got the lead of a hospital in UP, where patients are being given fake treatment on Ayushman cards. After investigating more than 25 hospitals in Gorakhpur, Deoria, Kushinagar, Ghazipur, Mau and Ghazipur of UP, the investigation team got a big input of fraud in Nav Jeevan Jyoti Hospital of Padrauna.
Posing as a hospital operator, we dealt with Pushkar Yadav of Nav Jeevan Jyoti Hospital and he told us about the trend of fake surgeries to misappropriate the money of Ayushman Yojana. Along with removing the stones from the patients without the disease through urine and then through surgery, Pushkar Yadav also talked about the fraud of getting the patients suffering from gas admitted to Ayushman and operated on them.
Department became active after Bhaskar’s revelations
As soon as the news was published on Dainik Bhaskar Digital on January 22, the health department team reached Nav Jeevan Jyoti Hospital for investigation. The investigation team asked for the account of the treatment done through Ayushman card in 3 months. Details of beneficiaries were taken from the hospital for random testing of such patients.
Even after investigation that lasted for 4 hours, no officer was ready to open his mouth. The 4-member team that went for investigation along with an expert could not complete the investigation in one day, so he had to go to the hospital for re-examination on 23 January.
On January 22, following the news of Dainik Bhaskar, the police of Padrauna police station also reached the hospital and kept investigating for hours. The officers who reached the hospital for investigation did not give any update.
On media’s question, accused doctor Pushkar Yadav said, ‘The investigation team has seen the documents of the hospital. The investigation team has also taken many important documents along. Which patients are admitted in the hospital, some random patients were talked to. The investigation team has also taken the data of some patients with them.
A show cause notice was also issued to Dr. Pushkar Yadav from Kushinagar CMO office. He was instructed to appear in the CMO office by the afternoon of 23 January and present the evidence. State health agency Ayushman Bharat Pradhan Mantri Jan Arogya Yojana Uttar Pradesh issued a letter to the hospital, in which it was directed to give clarification within 5 days.
Case related to two states, officer silent
On January 23, when Dainik Bhaskar’s team reached the CMO office to get an update on the investigation, CMO Dr. Suresh Pataria started leaving the office saying there was a meeting. However, on Bhaskar’s question, he said, ‘The matter is very complex, we have examined the hospital continuously for two days.’
When Bhaskar’s team reached Kushinagar DM Vishal Bhardwaj to get an update on the investigation and action taken in this serious matter, he said, ‘The matter is not serious.’
Let us tell you that DM is the nodal of Ayushman Yojana. In such a situation, it is surprising that he describes this matter as small. However, it was also revealed that the DM has strongly reprimanded the CMO in this matter.
MLA came to the defense of the doctor, there was a scuffle with the journalists
On January 23, Kushinagar in-charge minister Dinesh Pratap Singh came to the district for a departmental program. The minister in charge was to visit several government hospitals on January 24 and inspect the schemes. When he reached the press conference after the scheduled program, a ruckus broke out. In the conference, Sadar MLA Manish Jaiswal, Ramkola MLA Vinay Prakash Gaud and Tamkuhi MLA also sat next to the minister. During this time, BJP District President Durgesh Rai was also present there.
During the press conference, when the media questioned the Minister in-charge regarding the revelations of Dainik Bhaskar, he asked to take the matter into cognizance and discuss it after the meeting of officials.
Meanwhile, Tamkuhi Raj MLA Dr. Asim Rai started raising questions on Dainik Bhaskar’s video, interrupting the minister’s words. He said that the authenticity of the video will be investigated first. Any action will be taken only if the video is found correct. When the video was asked to be checked by FSL and action was taken against the journalists if it was found to be wrong, the media persons got enraged and had a scuffle with the MLA.
Journalists boycotted the minister’s press conference
After the scuffle, the MLAs also became angry and started moving towards the journalists. A debate started between the MLA and journalists regarding the methods and credibility of the sting operation. Journalists said that you are covering up the matter. Journalists boycotted the press conference of the minister in charge. After this, the minister and other MLAs folded hands and pacified the matter.
Minister said- action will be taken in 3 days
Shortly after the controversy in the press conference of in-charge minister Dinesh Pratap Singh, the CMO registered a case against Dr. Pushkar Yadav. Giving information about registration of the case, CO Sadar Abhishek Pratap Ajey said, ‘Now the police investigation has started. CMO has filed an application and filed a case. The police have registered a case under serious sections of the Indian Justice Code.
After this, the Health Department canceled the license of Ayushman Yojana of Nav Jyoti Hospital of Dr. Pushkar Yadav.
Investigation from the officers of the same CMO office from where the fraud in Ayushman took place
Kushinagar police had exposed a big fraud in the Ayushman scheme in the year 2024. The strings of this serious case of embezzlement of government money by making fake patients, fake bills and fake verifications were linked to people associated with the Civil Surgeon office. More than Rs 50 lakh was misappropriated in the fraud running from Kushinagar CMO office.
Four vicious people caught by Kushinagar police used to embezzle lakhs of rupees from the hospital and government schemes from the CMO office itself. This in itself was a new trend not only in the state but in the country through which the money of Ayushman Yojana was defrauded.
Anish Ahmed, Dr Deepak Kushwaha, Akhilesh Sharma and Mandeep Gond, associated with the Ayushman scheme, had made many big revelations after being caught by the police.
This revelation had raised questions on the working methodology of the responsible officials. The entire fraud was taking place from the same place where the CMO, Deputy CMO and other officers of the district used to monitor the schemes daily. Why no officer had any clue about the fraud was a big question.
Now, after the revelations of Dainik Bhaskar, the old matter has also become heated, because only police investigation was done in this matter, the department did not release any investigation report. Nor was it told whether only lower level employees were involved in this entire fraud or whether other departmental people were also involved.
The big thing is that even during that time the CMO was Dr. Suresh Pataria who is still posted on the same post. However, apart from the 4 accused, no other names were revealed in the CMO office at that time. When senior officials of the Health Department were talked to regarding the department’s investigation in this matter, it was told that all the accused who committed fraud in the Ayushman scheme are in jail.
Deputy CM had said- investigation will be done, order has not come yet
UP Deputy CM and Health Minister Brajesh Pathak, on Dainik Bhaskar’s question, had talked about taking action against those committing fraud in the Ayushman scheme, but even after 4 days, no order has come from the government for investigation.
CMO Dr. Suresh Pataria is getting the matter investigated on his own behalf, he is not mentioning any order from the government regarding investigation, on the contrary he is talking about investigating Bhaskar’s sting.
MLA had leveled allegations against CMO
Kushinagar CMO Dr. Suresh Pataria has been in controversies every day. Two years ago, Padrauna MLA Manish Jaiswal had made allegations against Chief Medical Officer Dr. Suresh Pataria and demanded an investigation.
After which the Additional Director of Medical Health and Family Welfare constituted a three-member inquiry committee. Chairman of the investigation committee was Joint Director Dr. BM Rao, CMO Gorakhpur, Dr. AK Choudhary was made the secretary and DAO Sushil Kumar of Chief Medical Officer Gorakhpur office was made the member.
The CMO was accused of transferring 8 out of 9 darkroom assistants working under him. Similarly, 12 out of 14 18 out of 27 posts of Eye Examination Officer, 11 out of 14 posts of Eye Examination Officer, 238 of Class IV Of the posts, 132 were transferred.
The inquiry committee had termed these transfers as against the rules. The committee had said that talks were to be held with the officers regarding these transfers, which was not done.
Question on transparency of local investigation team
Minister in-charge of Kushinagar Dinesh Pratap Singh has said that ‘he is not happy with the work of CMO Dr. Suresh Pataria. If the minister in charge thinks so then how can transparency in the investigation be expected from the CMO. Because till now no team of high officials has come to investigate this matter. Now the question is that it is the CMO who is under the scanner of allegations. How can they investigate this matter impartially?
