New Delhi: The Supreme Court on Wednesday said that the states showed per capita income to outline the development index but when it came to subsidy, they claimed to be below 75 percent of the population below the poverty line (BPL). A bench of Justice Suryakant and Justice N. Kotishwar Singh said that the benefit of subsidy should reach real beneficiaries. Justice Suryakant said, “Our concern is whether the benefits fixed for the real poor are reaching those who are not entitled to it?” Ration card has now become a popularity card. ”

The judge said, “These states just say that we have issued so many cards. There are some states that when they have to show their development, they say that our per capita income is increasing and then when we talk about BPL, they tell 75 percent of the population below the poverty line. How can reconciliation be made between these facts. The contradiction is inherent. We have to ensure that the benefits reach the real beneficiaries. ”

This hearing was related to a case started by taking self-cognizance to resolve the problems of migrant workers during the hearing Kovid-19 epidemic. Advocate Prashant Bhushan, appearing for some interventionors, said that this discrepancy in data stems from inequalities in people’s income. He said, “There are some handful of people who have much more assets than others and the per capita income figure is the average of the state’s total income.” The rich are becoming more rich, while the poor still remain poor. ”

Bhushan said that there is a need to provide free ration to poor migrant workers registered on the government’s e -ram portal and this figure is about 8 crores. Justice Suryakant said, “We hope that no political elements will be involved in issuing ration cards. I have not separated from my roots. I always want to know the problems of the poor. There are families that remain poor. ”Bhushan said that the Center did not conduct a 2021 census and continued to rely on the 2011 census data, due to which about 100 million people who need free ration remained out of BPL categories.

Free ration being given to 81 crore people

Additional Solicitor General Aishwarya Bhati, appearing for the central government, said that the government is giving free ration to about 81.35 crore people under the National Food Security Act and 11 crore people have been included under another similar scheme. The bench, along with the postponement of the case, asked the center to file its reply on the free ration situation distributed to the poor. On December 9 last year, the Supreme Court expressed displeasure over the culture of free gift, emphasizing the need to create employment opportunities for migrant workers and build capacity. The apex court expressed surprise when the Center said that 81 crore people are being given free or concessional ration under the National Food Security Act 2013. The court then said, “This means only taxpayers are deprived of it.” (With language inputs)
