GRAP rules more strict in Delhi NCR, schools will not be subject to arbitrariness of the states

New Delhi. In view of the poor condition of air pollution in the country’s capital and surrounding areas, various steps are being taken so that the common people can get relief. GRAP-3 was first implemented after the AQI level in Delhi NCR went into the severe category, due to which many activities increasing pollution were banned. Despite this, the AQI situation had worsened, after which GRAP-4 was implemented. Under this, more stringent restrictions were imposed. Now the Commission for Air Quality Management has made the GRAP system even more stringent. Under the amended rules, states will no longer be arbitrariness.

Let us inform that till now under the provisions, in case of implementation of GRAP-3 and GRAP-4, the right to close schools was assigned to the states falling under Delhi NCR. This means that it was left to the discretion of the respective states whether to close schools or not. Now this rule has been changed. Now, in case of implementation of GRAP-3 and GRAP-4, it has been made mandatory to close schools in Delhi NCR. Action can also be taken if this rule is ignored. CAQM implemented the revised rules on Wednesday. Under this, in case of implementation of GRAP-3 and GRAP-4, it will be mandatory to close schools in Delhi as well as in Gurugram, Faridabad, Ghaziabad and Gautam Buddha Nagar. The discretion of the states will no longer work here.

Changes in rules related to government offices also
Due to the poor condition of air pollution in schools as well, the provisions related to the timing of government offices and municipal corporations have also been revised after implementation of GRAP-3 and GRAP-4. Now it will be mandatory to change the timing of government offices in the concerned districts including Delhi. The state government can take decisions in other districts of NCR. Let us tell you that earlier after the implementation of GRAP-3, the right to convert classes up to fifth class into online mode was given to the respective state governments, but now this will not happen.

This decision of CAQM regarding GRAP system will be mandatory for Delhi as well as four other neighboring districts. These include Ghaziabad, Gautam Buddha Nagar, Faridabad and Gurugram districts. The respective state governments can take decisions regarding other districts of NCR. Let us tell you that earlier the Supreme Court had strongly reprimanded CAQM for the delay in implementing GRAP-3 and GRAP-4. After this, the rules related to GRAP have been revised so that air pollution can be controlled in time and appropriate decisions can be taken to maintain the health of the people.
