Pooja is accused of cheating in the examination and wrongly taking advantage of OBC and disability quota.
Hearing on rejection of anticipatory bail plea of former IAS Pooja Khedkar will be held in the Supreme Court on Wednesday. Pooja is accused of cheating in UPSC exam and unfairly taking advantage of OBC and disability quota. On December 23, Delhi High Court had rejected Pooja’s bail plea.
Actually, after the complaint by UPSC, Delhi Police had registered a case of fraud and forgery against Pooja Khedkar. Pooja had filed an anticipatory bail petition to avoid arrest. The bench of Justice Chander Dhari Singh had reserved its order in the case on November 27.
Earlier, on August 1, Delhi’s Patiala House Court had rejected Pooja’s anticipatory bail plea. The court had said that the allegations against Pooja are serious. There is a need for his custodial interrogation to reveal the entire conspiracy and confirm the involvement of other people in it.
UPSC withdraws the case, will file a new case UPSC withdrew the perjury case and said it would file a separate case. UPSC has also accused Pooja of trying to manipulate the justice system and giving false testimony by giving a false affidavit.
UPSC said- Pooja falsely claimed that the Commission collected her biometric data (eyes and fingerprints). This was done to get an order in one’s favor by deceiving the court.
The Commission did not collect any biometric data during his personal examination nor did it attempt verification on its basis. The Commission has not yet taken the biometric data of any candidate.
Pooja had also claimed in the High Court that she had not received any order to cancel her candidature. Whereas UPSC says that the notification was given on their registered mail ID. UPSC has also filed an FIR in this matter.

During her posting, Pooja had an outstanding fine of Rs 26,000 on the Audi car which had red-blue lights and Maharashtra government stickers on it.
Pooja was undergoing training as a trainee officer in Pune. During this time he was accused of demanding facilities. A complaint about occupation of a senior officer’s chamber also came to light. He got red beacon and ‘Maharashtra Government’ plate installed in his personal Audi car.
Pune District Collector Suhas Diwase had complained against Pooja, after which she was transferred to Washim. After this, when the matter was investigated, it was found that he used fake documents to get selection in UPSC. As the investigation progressed, many shocking revelations emerged.
4 controversies related to disability certificate
- Pooja Khedkar’s address in the disability certificate was written as ‘Plot No. 53, Dehu Alandi Road, Talawade, Pimpri Chinchwad, Pune’. While there is no home at this address, there is a factory named Thermoverta Engineering Company. Pooja’s Audi which was seized was registered in the name of this company.
- Under government rules, Aadhar card is mandatory for making disability certificate, but Ration card was used in Pooja’s certificate.
- When the selection in UPSC under the disabled quota was investigated, many disability certificates of Pooja came to light. Pooja had submitted two separate certificates issued from Ahmednagar District Civil Hospital to UPSC in 2018 and 2021.
- Pooja took several appointments for medical examination in Delhi to confirm her disability certificate, but later submitted the report from a private hospital to UPSC.
- Yashwant Rao Chavan Memorial Hospital made it clear that there was no mistake in preparing the locometer certificate of Pooja. In the certificate, Pooja was mentioned to have 7% locometer disability. The hospital is run by Pimpri Chinchwad Municipal Corporation.
- Pooja had claimed in an affidavit given to UPSC that she is mentally disabled and also has difficulty in seeing. Pooja had refused to give medical test 6 times, although it is necessary to give medical test.
- According to several media reports, Pooja’s first medical test was scheduled at Delhi AIIMS in April 2022. He had refused to participate in it citing that he was Covid positive.
Pooja also accused of taking advantage of OBC quota Pooja is also accused of taking advantage of the OBC non-creamy layer quota by hiding information about the marital status of her parents. Pooja’s father Dilip Khedkar is a retired IAS officer. He also contested elections.
In the election affidavit, he had declared his assets as Rs 40 crore, whereas in the affidavit given by Pooja to UPSC, the family’s assets had been declared as less than Rs 8 lakh.
A video of Pooja also went viral, in which she is claiming divorce of her parents. Pooja claimed that her father does not live with her, hence she falls under the OBC non-creamy layer.
