Up excise policy: The Uttar Pradesh Cabinet has approved the new excise policy for FY 2025-26. Under the new policy, now all liquor shops will be arranged through e-lottery in the state. Giving information about this decision taken in the state cabinet meeting held on Wednesday evening, State Excise Minister Nitin Aggarwal said in a press conference on Thursday that the state cabinet has approved the Excise Policy of FY 2025-26.

An applicant will not get more than 2 shops

The biggest decision in this policy has been taken that through e-lottery this year, all the indigenous liquor shops, composite shops, model shops and cannabis shops will be arranged. He informed that an applicant in the lottery system will get a chance to apply only once and no more than 2 shops will be allotted to an applicant in the state.

Processing fees distributed in 5 categories

Aggarwal said that the lottery system is being implemented, so processing fees are also divided into 5 different categories. The first category will include Gautam Buddha Nagar, Ghaziabad, Lucknow, Agra, Varanasi, Prayagraj, Gorakhpur and Kanpur municipal corporation area and a 3 -km area around them. A fee of 65 thousand rupees has been fixed for the desi liquor shop as a processing fee, 90 thousand rupees for composite shop, 1 lakh rupees for model shops and 25 thousand rupees for cannabis shop.

He said that except for the cities involved in the first category in the second category, the rest of the big cities that survive and around them for 3 kilometers in 3 kilometers (desi liquor, composite shops, model shops and cannabis shops) for 60 thousand respectively. Processing fees have been fixed for Rs, 85 thousand rupees, 90 thousand rupees and 25 thousand rupees.

The third category includes all municipal areas and 3 km areas around them. Among them, 50 thousand rupees, 75 thousand, 80 thousand and 25 thousand rupees have been fixed for desi liquor, composite shops, model shops and cannabis shop respectively. The Excise Minister said that the fourth category includes the border of the Nagar Panchayat and three kilometers around it. In these, the processing fees have been kept at Rs 45 thousand, 65 thousand rupees, 70 thousand rupees and 25 thousand rupees respectively.

The fifth category includes rural areas. Here, processing fees for indigenous liquor, composite shops, model shops and cannabis shops have been fixed at Rs 40 thousand, Rs 55 thousand, 60 thousand rupees and 25 thousand rupees respectively. He said that a new model has been introduced in the new policy as a composite shop. Composite shop means that different types of beer and other types of liquor shops will be mixed and a shop will be given.

All alcohol will be available at the same shop

Due to this, customers will get everything available at the same shop. Aggarwal said that an arrangement has also been made in composite shops that if the beer shop and foreign liquor shops are next to the side, then they will be added to the same shop by connecting them together. He said that in the new policy, it has also been decided that a liquor shop will be arranged at every district headquarters of farmers of Uttar Pradesh, which is being made liquor, so that they should be encouraged.

Premium liquor will also be available in 60 ml and 90 ml pack

The license fee of such shops at the divisional headquarters has been fixed at Rs 50 thousand and Rs 30 thousand at the rest of the district headquarters. Aggarwal informed that this time a 90 ml pack of foreign liquor of regular category will also be made available under a new system. Apart from this, 60 ml of foreign liquor of premium category and 90 ml packs will also be available. Also, it has been decided that the native liquor in the glass bottle will now be made available in the tetra pack, as the possibility of adulteration in the tetra pack is not equal.

Minimum guarantee of native liquor increased by 10 percent in quota

He said that the minimum guarantee of indigenous liquor has been increased by 10 percent this time as last time. Also, in FY 2025-26, the license fee was Rs 254 per ‘bulk’ liter. It is being increased to Rs 260 per ‘bulk’ liter. Along with this, it has also been decided that the time for the liquor shop to be open will be from 10 am to 10 pm.
