Hard copy will have to be sent here with these documents
According to the UGC notice, HEI will have to apply under Rule 2020 of UGC. The registration form can be filled on the official website deb.Ugc.ac.in. Institutions will have to send a hard copy of an affidavit and other necessary documents by 15 April 2025. This hard copy will have to be sent to this address: Joint Secretary, Distance Education Bureau, UGC, 35 Feroz Shah Road, New Delhi – 110001.

UGC DEB portal will apply (UGC Recognition for ODL Programs)
The UGC has also said that qualified HEI for ODL programs and category III for online programs can apply through UGC DEB portal throughout the year. However, sending applications does not guarantee acceptance. Every application will have to go through inspection according to the rules of UGC.
What is a diploma program in ODL (Open and Distance Learning)?
According to the 2020 rules of UGC, recognized Higher Education Institute (Hei) can run certificates and diploma programs in other areas, except certain areas. However, before starting these programs, it is necessary to get approval from the concerned HEI officials and the concerned regulatory board. According to the UGC, universities do not need to take approval from AICTE to start computer applications, travel and tourism such as UG, PG or PG diploma programs in ODL and online mode. However, deemed-to-B universities will have to get approval from AICTE for such programs.
