Punjab In illegal colonies, people have been given a big stay. The Punjab government has completely eliminated the imperative of NOC (ie NDC-No Dues Certificate) for the registry of property in illegal colonies. This relief has been possible due to the Punjab Apartment and Property Regulation (Amendment) Bill passed by the Punjab government. The purpose of this bill is to eliminate the practice of NOC for registration of properties in illegal colonies. Chief Minister Bhagwant Mann had reacted to this bill and said that this bill will give a big relief for the common people. According to the bill, any person who has signed a power of attorney for an area up to 500 square yards in an unauthorized colony till July 31, 2024, a compromise on stamp paper or any other such documents will not require any NOC (NOC) for the land registry.

NOC had to be taken from Municipal Corporation

Before the arrival of this bill, the residents of the city had to take NOC from the Municipal Corporation to register the property. The registry of the property without NOC was not possible but now it has got independence. There will no longer be a need to take NOC from the Municipal Corporation for any registry of plots, houses or property issued from the Municipal Corporation. The measles number and name of the plot will be matched and registered in the tehsil. The residents of the city have been circulated to take NOC. In this way, it was disturbed that people used to go to the broker by tired. Even when middlemen could not make NOC, fake property taxes were paid and non-payment certificates (NDC) and handed over the plot to the owner. Now people will not need to do all this. Their property will be owned and registry easily.

Where will the registry be?

Property owners will be entitled to register such an area before the registrar or sub-registrar or joint sub-registrar and this exemption to register such an area will be available by the state government till the notified date. The purpose of this amendment is to ensure strict control over illegal colonies besides giving relief to small plot holders.

Provision for 5 years imprisonment

According to the bill, if a person or promoter or his agent registered under this Act fails to follow the relevant provision of the law, he will be sentenced to at least five years imprisonment which can increase for 10 years and a minimum fine of Rs 25 lakh can be imposed, which can be up to Rs 5 crore. Punjab Chief Minister Bhagwant Mann said, “Illegal colonizers cheat people by showing vegetables and sell their rejected colonies, which do not have basic citizen facilities like street lights, sewerage and others. He said that the state government has started color coding on stamp papers to facilitate investors in obtaining necessary permissions. The Chief Minister said that this would ensure that the maximum use of land is done only for the purpose for which investors ask for necessary permissions. He further said that this law will prevent the establishment of illegal colonies in the state.
