Education Minister Dharmendra Pradhan has released the draft of new rules of UGC. UGC Chairman Prof M Jagadish Kumar has said that the purpose of these new rules is to change the appointment process of teachers and link it with the goals of the National Education Policy (NEP) 2020. This draft has been issued regarding the minimum qualifications for appointment of teachers and academic staff in universities and colleges.
Now administration and industry professionals can also become Vice Chancellor
Eligibility for Vice Chancellor selection has also been expanded to include professionals from academia, research institutions, public policy, administration and industry. Clear guidelines have also been given on aspects like composition of the selection committee, tenure, age limit, eligibility for re-appointment. Prof Kumar said that these regulations will be applicable to central, state, private and deemed universities.
These are the new rules for teacher recruitment
Prof Kumar said that at present, candidates have to study the same subject in graduation, post graduation and PhD, only then they can become teachers. But as per the new guidelines, candidates will be able to apply for teaching posts related to UGC NET or PhD subjects, even if their previous qualification is in some other subject or field. The aim of the new rules is to give universities more flexibility in the appointment of teachers. Now candidates with different subjects and skills can also be considered for appointment. Indian languages ​​are to be encouraged in academic qualifications and publications.
According to the new rules, NET and PhD are not necessary, work qualification is necessary.
According to the new rules, it is no longer necessary for teachers to have PhD or UGC NET qualification. Under the ‘Professor of Practice’ scheme, people working in the industry can also be appointed for this. Distinct talents in fields like yoga, music, performing arts, visual arts, sculpture and drama can be selected as Direct Assistant Professors. Provisions have also been made in the regulations for the sports sector, which will provide an opportunity to talented players to enter the teaching profession.
Now the role of API in promotion is over.
If we talk about promotion, then in the new rules Academic Performance Indicator (API) points system will not be used for promotion of teachers. UGC Chairman said that it is important to promote multiple roles and contributions in our universities. The new rules will not only give teachers the opportunity to pursue their passion but will also reduce their challenges.

Prof Kumar said that the subject of PhD can be different from the subjects of undergraduate and postgraduate degrees, which will encourage multidisciplinary education. This provision will promote multidisciplinary system in university campuses under NEP 2020. The API system in the 2018 regulations assessed teachers’ performance quantitatively, but the 2025 regulations eliminate API-based evaluation, allowing selection committees to adopt a holistic and qualitative approach.
