The states where elections have been held on all the vacant legislative seats include Uttar Pradesh (9 seats), Rajasthan (7 seats), West Bengal (6 seats), Assam (5 seats), Punjab (4 seats), Bihar (4 seats), Karnataka (3 seats), Kerala (2 seats), Madhya Pradesh (2 seats), Gujarat, Uttarakhand, Chhattisgarh and Meghalaya have one seat each.
