Varun Sharma, Gwalior: Former transport constable Saurabh Sharma, who turned out to be the Kuber of black money in Madhya Pradesh, did not become so rich just like that. The dark truth about the indiscriminate extortion of the Transport Department has also come to light due to the raids on its premises.
Another information has come to light regarding how transport check posts had become dens of extortion. ‘Naiduniya’ has got some pages of the diary in which accounts of black money earned from all the check posts of the state were kept.
In these, in the few months of the year 2020 and 2021, a complete table has been prepared showing how much amount was targeted to be collected every month from 38 check posts of the state and from the Flying Squad, how much was achieved and how much is left.
TM means Transport Minister, TC means Transport Commissioner?
- TM and TC are written on the top of the diary page. TM is believed to mean Transport Minister and TC means Transport Commissioner. Every page is also signed below by writing TC. The amount is written in lakhs of rupees.
- The highest recovery is recorded from Sendhwa check post. Not only this, it also mentions the amount of forced labour, including the amount to be pocketed. Let us tell you, the state government has closed the checkpost from July 1, 2024.
- Among the checkposts mentioned in the pages of the diary, on some pages the names of 35 checkposts and on some 38 checkposts are written and the recovery amount is written next to them. Next to each check post, there is a column of remarks including amount, credit and balance.
- The account for five months is approximately Rs 50 crore. The recovery for one month is approximately Rs 10 crore. According to this, if we calculate Saurabh’s tenure i.e. 81 months, then it comes to more than Rs 800 crore.

This is how check post rules worked
Earlier there were 38 checkposts in Madhya Pradesh. After the year 2021, 30 remain. These also included small checkposts. There was a provision for deployment of one RTE, two sub-inspectors, two constables and constables at big checkposts. Small check posts were handled by SI.
Due to shortage of staff, the prescribed staff was not available. Checkposts were only a source of recovery for the transport department, dummy postings were done here and private individuals used to handle the entire work. Those who collected money were called cutters. RTE and staff were on duty in the diary, but these people were not present on the spot.
