Trucks with more than one person in them are not allowed to stop. date- 22 December, Time- At 8 in the morning, Bhaskar reporter boarded a truck going from Nayagaon check post in Neemuch to Maharashtra. The next day at around eight in the morning the truck reached the old check post of Sendhwa. It was morning time. There was not much activity here. It was surprising to see that so early in the morning an RTO vehicle was standing near the container at the check post.

When our truck passed through here, the RTO did not stop it. After crossing the check post, Bhaskar got down from the reporter truck. When I went back after an hour, I realized that only those vehicles are stopped here in which the driver travels alone.

RTO employees park the vehicle 200 meters away and call either the driver or the cleaner to the RTO checking point. When the driver comes, he is threatened to make a challan of Rs 5 or 10 thousand.

When the driver is not ready to make the challan, he is asked what to do, tell me quickly? Then the driver says madam, you take a look. During that time the female employee of RTO says to give Rs 1000. As soon as the driver pays the money, he is allowed to go.

During this time three to four people stand around the vehicle. Who keep an eye on every person passing by. During this time, they do not allow any civilian person to wander around so that they cannot record any video of them.

Took one thousand rupees from truck driver of Rajasthan Bhaskar reporter was standing at a short distance from the RTO check post. At the same time, Mangalaram, the driver of a truck RJ19 GJ2979 coming from Maharashtra, was stopped 500 meters away by the RTO team. The driver arrived with the necessary papers. The train was going from Karnataka towards Ludhiana (Punjab).

Mangalaram was stopped because he had Rajasthan number. Even after all the documents were in order, Rs 1,000 was recovered from him. Mangalaram told that the height of my car was also not much. I had asked him to measure the height of the car, but he did not listen and charged Rs. 1,000. Recovered.

One thousand rupees recovered from Tamil Nadu driver At around 11:00 am, Ashok Leyland TN52 AC1841 truck was crossing the border from Maharashtra side, during which the RTO team stopped it. The driver got down and approached the lady RTO officer. She showed the bill of goods, the weight slip of the fork and the necessary documents.

The lady RTO said that a challan of Rs 5000 will be made for you. First the driver is intimidated and then the bribe amount is taken from him and allowed to go. Despite Senthil’s truck being equally loaded, the RTO charged him Rs 1,000. Recovered.

Truck driver Senthil Kumar said that there has been no benefit in removing check posts in Madhya Pradesh and illegal recovery is being made continuously from truck drivers at the checking points.

When things did not work out, Haryana’s truck was kept standing for 12 hours. At this check post, Bhaskar reporter met Roshanlal, a truck driver going from Maharashtra to Gurgaon. Roshanlal told that he has been standing at this check post for the last 12 hours. According to Roshanlal, he reached the check post at 7 pm on the evening of 22 December. Here RTO stopped his car.

A transformer was loaded on Roshanlal’s car, whose height was high. The officer said that a challan will be issued for overloading. Roshanlal told him that receipt number 81001 is already made for 30 November 2024, so there is an exemption of one month. But, RTO employees said Rs 12 thousand. If not, then get the challan issued.

The employees kept the documents of the vehicle with themselves. The truck remained standing for 12 hours. Roshanlal decides that he will not pay the bribe, even if the challan is issued. He spent Rs 30 thousand. Got the challan issued.

When Roshanlal did not pay the bribe amount, after 12 hours a challan of Rs 30 thousand was made.

Truck Association said- only the name changed, the work is the same CL Mukati, President of Indore Truck Operators and Transporters Association, says that the name of the check post was changed to Check Point but the work has not changed. The way illegal recovery was being done earlier at the check post has now started again.

When the government closed the check posts, it had assured the Transporters Association that the Gujarat model would be implemented in Madhya Pradesh. The government had said in its notice that we are short of resources for 1 to 2 months.

After that the Gujarat model will be completely implemented across the state. After this, clean and cashless system will be in place at the entire check point. But unfortunately, despite completion of 6 months, nothing like this happened on the ground.

Illegal recovery of Rs 2 lakh in one hour at Sendhwa check point Bhaskar reporter stood at Sendhwa check point for an hour to understand how many trucks the RTO employees collect money from. According to the records of Sendhwa four lane toll block, 750 vehicles pass through this road every hour. 60 percent of these trucks belong to other states.

RTO employees stop every other truck from other states which has a single driver or cleaner. In this way, Rs 2 lakh is recovered from more than 200 trucks in an hour.

There was no contact with Transport Minister and Commissioner even on the second day. Bhaskar had tried to contact Transport Minister Rao Uday Pratap Singh by phone on December 28 regarding the illegal recovery being done at the old check post of Nayagaon. But he was not contacted. Contacted the Transport Minister for the second consecutive day regarding the recovery being done at the old check post of Sendhwa, but he did not receive the call.

The staff told that the minister is on a tour of the area. Tried to contact Transport Commissioner DP Gupta several times to know his side, but could not reach him. The reporter contacted the Minister, Commissioner and Secretary through WhatsApp, but did not get any response.

Understand the difference between check post and check point. Checkpost: Before July 1, there were 47 check posts on the borders of Madhya Pradesh. Every truck passing through these check posts had to get its papers checked. After the implementation of GST in the year 2017, the importance of check post ended. The Union Road Transport Ministry had asked the states to remove the check posts.

Check Point: After July 1, 45 check points have been created in Madhya Pradesh. According to the instructions of the Transport Department, the transport staff has been asked to check the illegally driven vehicles entering the state through mobile units. The work of collection of motor vehicle tax and mitigation fee has been entrusted. The staff has been instructed to check illegal vehicles entering the state at the check points in uniform.
