The Supreme Court on Wednesday said that when some states want to show their development, they claim that their per capita income is very high, but when it comes to taking subsidy, the same states claim that 75% of their population is poor. How can these facts be covered.
The bench of Justice Suryakant and Justice N. Kotishwar Singh said that we are worried about whether the benefits given to the poor are reaching those who are not entitled to it. We have to ensure that the benefits reach the needy.
The Supreme Court was hearing a petition related to the problems of migrant laborers and unorganized sector workers. During this time, he expressed concern over the contradictory stand of some states in terms of taking advantage of the central government’s schemes.
Meanwhile, the petitioner’s counsel Prashant Bhushan said that out of 30 crore people applying for issuing ration cards on the e -ram portal, 8 crore have not been given ration cards yet. The court has asked the government to present a detailed report on free ration distribution.
The court asked the government to create an effective mechanism to provide ration cards to the poor. Also said that the poor should be given ration at a discounted rate, because this issue is real and providing food to people is a right under Article 21 of the Constitution.
Arguments of the petitioner’s lawyer
- On the court’s comment, Advocate Prashant Bhushan said that this discrepancy stems from inequalities in the income of the people. There are some handful of people who have much more assets than the rest of the population and the per capita income figure is the average of the state’s total income.
- He said that we are becoming rich and rich, while poor poor remain. Bhushan said- There is a need to give free ration to poor migrant workers registered on the government’s e -ram portal and this figure is about eight crore people.
- Bhushan said that the government did not conduct a 2021 census and continued to rely on the 2011 census data, due to which about 10 crore people who need free ration were left out of BPL category.
What is the whole matter
This case is related to migrant laborers during the Kovid-19 epidemic. In 2021, the Supreme Court ordered the government to register all the migrant laborers on the e -labor portal and provide them free ration. But till now it has not been fully implemented, on which the court expressed displeasure and asked the Center to clarify the situation.
However, Additional Solicitor General Aishwarya Bhati, appearing for the Center, said that the government is giving free ration to about 81.35 crore people under the National Food Security Act and 11 crore others are involved under another similar scheme.
