New Delhi:
Finance Minister Nirmala Sitharaman will present the budget on Saturday. The time to present the budget is at 11 am. The budget is presented in the budget session of Parliament. But it is not that the budget has always been presented at 11 am. Earlier, the budget was presented at five in the evening. Let us know in which government the time to present the budget was changed. Which finance minister presented the budget in the changed time and who was the Prime Minister at that time.
In which government was the time to present the budget
This is the time when Atal Bihari Vajpayee’s government was at the center. Finance Minister of his government Yashwant Sinha presented the budget on 27 February 1999 at 11 am. It was different from the tradition in which the budget was presented after five o’clock in the evening. The tradition of presenting the budget at five in the evening was broken by Sinha after 53 years. Actually, the argument of liberation from colonial slavery was given behind it. The budget was presented at five in the evening from the time of the British government. The reason for this was that when it was five o’clock in India, at that time it was 11:30 in the morning in the British capital London. By that time, the doers of the British rule got up and had engaged in their work after having breakfast in the morning. This also provided facilities to the British Parliament.
Finance Minister Yashwant Sinha presented the budget for the first time at 11 am in Atal Vihari Vajpayee’s government.
Apart from this, one of the arguments of the government was that media coverage was more and more due to the presentation of the budget in the morning. With this, the press used to get more time for the next day newspaper. Later the governments also continued this tradition. Finance Minister Nirmala Sitharaman will continue this tradition and present this tradition at 11 am on Saturday. Secondly, the earlier budget was presented on 28 February. But Narendra Modi’s government started the tradition of presenting it on February 1 from 2017. On February 1, the first budget was presented by the then Finance Minister Arun Jaitley. On Saturday, there is a holiday in Parliament on Saturday. But this time it is falling on Saturday only on February 1 and the budget is presented only on February 1, so this time on Saturday also, there will be work in Parliament.
When was the merger of the railway budget in the general budget
Earlier, the government used to present two budgets in two days. These were the General Budget and Railway Budget. The government used to present the Railway Budget in Parliament a day before the general budget. The central government approved the merger of the Railway Budget in the General Budget on 21 September 2016. After this, on February 1, 2017, the first joint budget was introduced in Parliament. The tradition of presenting a separate budget for the Railways started in the British period in 1924. The general budget and railway budgets were presented simultaneously before 1924. In fact, a committee headed by Sir William Ekworth, head of East India Railway Company, gave its report to the government in 1920-21 to present the railway budget separately.
