The entire network of brokers is active in the districts adjoining the UP-Bihar border. Patients from Bihar living near the border are being taken to Gorakhpur in UP for treatment.
Bhaskar’s investigative team searched these districts for a month. Scanned the hospitals built around the borders of both the states.
We came to know about many such hospitals where patients without any disease are being operated. To expose the matter, Bhaskar reporter posed as a health center operator and made a deal with a big hospital.
The hospital operator not only showed the way to make fake medical reports of the patient accompanying the reporter but also took him to the operation theater for surgery. Meanwhile, making an excuse, our friends came out of the OT and the whole matter was exposed.
Part of the Nexus from Doctor to Agents
This is being done in all the hospitals running from Bagaha in Bihar to Kushinagar-Padrauna in UP.

This nexus includes operators running small level health centres, big hospitals, agents, lab operators and people making fake Aadhaar-Ayushman. Bhaskar reached everyone one by one. Read and watch this investigative report sequentially.
To expose the matter, we dealt with Dr. Pushkar Yadav, owner of Nav Jeevan Jyoti Hospital Private Limited, located in Matiharwa between Aane Padrauna and Khidkiya in Kushinagar, UP. A large number of patients are being brought from Bihar to this belt. First read the entire deal with the doctor…
Reporter – Our hospital is in Bagaha, Bihar. We do not have specialist surgeons. What can you do to help.
Doctor – Send the patient, whatever you want will happen. Ayushman’s patients also come to you.
Reporter – Ayushman card is being made in abundance in Bihar, many patients also come. We have patients in bulk.
Doctor – Send me by ambulance, we will understand amongst ourselves.
Reporter – Patients come ranging from stones to uterus.
Doctor – You all send it to Ayushman, treatment will be done.
Reporter – There is strictness regarding uterus operation in Bihar, how will you do it?
Doctor – You get the report of stones done, we will do the operation on the uterus.
Reporter – We will show the stone, but only the uterus will have to be removed.
Doctor – Yes yes, it will be done, we will do uterus surgery only after showing the stones. Just get the ultrasound report done.
Reporter – Who does the surgery?
Doctor – We also do it, senior surgeon Dr BP Singh also does it.
Reporter- There are many people with Ayushman card who just want to get money.

Reporter – Even if the stone report is made, will Ayushmann’s money be withdrawn? There will be no re-investigation.
Doctor – No, there will be no investigation, we will manage everything.
Reporter – How will it be in the stone one? Surgery will have to be done or the money will be received just like that.
Doctor – You will get a report done about stones in ureter or bladder. Dr. Prashant Ranjan Gupta performs surgery here. He is MCH, his photography is done in Ayushman. He does everything.

Doctor – It will be done, we will first insert the stone, then do surgery and remove it.
Reporter – Will the first stone be cast?
Doctor – Yes, a small stone will be inserted through urine. After this, it will be removed through surgery. No one will get trapped in this. Neither you nor we will get trapped.
Reporter – Will inserting stones cause any harm to my patient?
Doctor – A small stone will be inserted. There will be no problem, the stone will appear bigger on the screen. A 1 mm stone is visible 10 mm.
Reporter- Many gas patients come to our place, can we get a fake report of kidney stone made and send it to you?
Doctor – Will be recruited in Ayushman and will be taken out. There will be no problem, just take care of the patient.
Reporter – You will have to throw stones in such patients.
Doctor – Yes, it will be done, you just set up the patient and send it along with the report of fake stones. We will take out the rest by pouring stones.
Reporter – How much will you get for one patient?
Doctor – We get Rs 28 thousand from the government for the stone, 10 percent is deducted. The surgeon charges Rs 12 thousand for doing all this. The rest is medicine and other expenses. We will give you 3 thousand rupees, increase the case, the commission will increase.
Reporter – Ayushman’s surgeon Dr. Prashant Ranjan Gupta will not oppose this.
Doctor – Their degree and photo are required, whereas here they do this work. Therefore he will not protest. You remain completely relaxed.
Reporter – The matter will not get stuck anywhere.
Doctor – Everything will be done, you send the patient. The report will show stones in the kidney or bladder.
Reporter – Sir, we will get the report made, but you will have to lay the stone.
Doctor – Rest assured, you just bring the patient, everything will be managed here. If there is no ambulance then call, we will send an ambulance from here. 70 percent of our patients come from Bihar.
Reporter – If we send a patient, how will we know that it is a case of stone pelting? Some code will have to be given, how will you manage the doctor.
Doctor – You will get the report made and tell the patient that the pain is due to the stone. Here we will make the stone bigger and perform the surgery. A stone will be inserted through the urinary tract, then it will be removed. We will talk to the surgeon first.
After the deal with the doctor, we were searching for an ultrasound center where fake reports are prepared. Diamond Ultrasound Center and Siya Ultrasound Center located in Bansi Bazaar of Madhubani block of Bagaha agreed to make fake reports.
We reached Siya Ultrasound in Bagaha with a friend. Told the operator of the testing center that the patient does not have stones, only stones have to be shown in the ureter.
The center operator asked our companion to drink water. Checked for 18 minutes. After 15 minutes, we got the report of 7.3 mm stone in our hands. For just 2 thousand rupees, the ultrasound center operator made a fake report of stones of our friend who did not have any stones.
We reached Sri Sai Ultrasound Center in Bansi, Bagaha to prove that the friend whose fake report was made did not have any stones. Here we got it checked by telling the doctor that some ultrasound center had diagnosed it as a stone, you should get it checked properly. The doctor searched for the stone for 40 minutes, but did not find any stone in any part of the stomach.
According to the deal with the doctor, the patient was to be taken for the operation with the Ayushman card. The companion whom we included in this investigation did not have the Ayushman cord. After a lot of searching, we found a center from where Aadhaar and Ayushman card is prepared for Rs 300.
The operator of the computer center located in Bansi area of ​​Bagaha initially refused. Later, after showing the complete report of the doctor and the testing center, he agreed. We got fake Aadhaar cards and Ayushman cards made in the names of 5 people.
The operator of the center also showed us the scanned Aadhar card and QR code of Ayushman. As soon as the scan was done, our partner’s name and his changed address came up.
We made two friends patients and reached Nav Jeevan Jyoti Hospital. After waiting for 20 minutes the doctor called into the chamber.
The doctor examined our first companion and diagnosed him with piles and suggested surgery. Our second patient was the same one who did not have stones and on the advice of the doctor, we had made a fake report.
As soon as the doctor saw the patient, he said – the stomach ache is due to the stones. The pain will continue until the stone is removed. Describing the matter as serious, the doctor advised the patient to undergo surgery.
The doctor sent our friend to the operation theater along with a hospital staff. A large two-room OT was seen on the second floor. There was a complete setup for surgery of 7 to 8 patients simultaneously. In OT, our patient was made to lie down on the surgery bed.
For the surgery, our companion was made to lie down on the OT bed. There was complete preparation for the operation.
The doctor’s two assistants stood side by side. Both of them explained the entire process of surgery. The assistants were moving towards investigation. The process of laying stones was about to begin under the pretext of investigation. Then our friend came out and ran away, pretending to vomit. The hospital attendant followed him for some distance.
The companion saved his life by running away from the OT. The people of the hospital followed him for some distance.

This is a cognizable offense under sections 125, 318(4), 338, 336(3), 340(2) of the Indian Code of Justice (BNS). The maximum punishment in this can be up to 10 years. Fine may also be imposed. At the same time, it is also a violation of human rights law. Article 21 of the Constitution of India guarantees life and liberty, which the doctor is violating.
- Section 106(1) of the Indian Judicial Code (BNS) provides for punishment in cases of death caused by negligence. According to this, if a person dies due to negligence or haste, he can be punished with jail up to 5 years and fine.
- However, if a registered doctor causes death due to negligence, he can be punished with imprisonment of up to two years and a fine. In this case, the first class magistrate will hear the case.
- In 2017, a study by Harvard University of America found that every year in India, about 50 lakh deaths occur due to medical negligence.
- According to National Crime Records Bureau data for 2019-21, a total of 476 cases of deaths due to medical negligence were recorded in three years.
UP Deputy CM said – strict action will be taken
UP Deputy CM and Health Minister Brajesh Pathak said that strict action will be taken in this matter. Anyone against whom irregularities are found in the investigation will not be spared. Those who commit irregularities will be punished under any circumstances.
Two people had come posing as hospital operators. We only talked about patients’ commission. He brought two patients along with him and made a video while checking the patient in the OT.
