There are reports that the government will not release the Good Governance Index (GGI) this year. The government releases this index every two years, which rates states in terms of development. The Narendra Modi government released this report for the first time in 2019. The second report came in 2021. The government celebrates 25 December, the birthday of former Prime Minister Atal Bihari Vajpayee, as Good Governance Day. The last two reports were released on this Good Governance Day. But now the government plans to release the Good Governance Index for 2025. Let us know what is Good Governance Index and how it is prepared.
The Central Government organized Good Governance Week from 19 to 25 December. The government planned to release the Good Governance Index of 2023 during this period itself. The government had also indicated this on many occasions. The Department of Administrative Reforms and Public Grievances (DARPG) under the Ministry of Personnel, Public Grievances and Pensions was planning to release this report as the Good Governance Index of 2023. This department had announced to run ‘Administration Towards Village’ campaign from December 19 to December 24 to resolve the grievances of the people. The department had said in a press release that the Good Governance Index 2023 will be released during this week itself. Along with this, two more reports were to be released.

In November this year, the annual report of the Ministry of Personnel, Public Grievances and Pensions for 2023-24 was released. In this, the department had said that the first GGI was released in 2019, the second GGI was released in 2021 and the third GGI is ready, it will also be released soon.
Sources told the English newspaper ‘Indian Express’ that the plan was to release GGI 2023 on December 23. But the government decided not to release it, because the report to be released was for 2023, releasing it in December 2024 meant that the data was outdated. Therefore, new data will be collected again for GGI. The next edition of GGI may come in December 2025.
What is Good Governance Index?
The Department of Administrative Reforms and Public Grievances (DARPG) releases this Good Governance Index. It is a system of assessing the impacts of administrative initiatives. Its objective is to provide data to compare the governance of states and union territories. 10 areas were included in the Good Governance Index released for the year 2021. These sectors were – agriculture and allied sectors, commerce and industry, human resource development, public health, public infrastructure and utilities, economic governance, social welfare and development, judicial and public security, environment and people-based governance. Report 2021 These 10 areas were assessed on the basis of 58 indicators. But in the 2019 report the number of these indicators was only 50.
how many types of states
In this report, states and union territories are divided into four categories. These are Other States Group-A, Other States Group-B, North-East and Hill States and Union Territory States.

Other states in Group-A are Andhra Pradesh, Goa, Gujarat, Haryana, Karnataka, Kerala, Maharashtra, Punjab, Tamil Nadu and Telangana. Other states in Group-B are Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha, Rajasthan, Uttar Pradesh and West Bengal. Bengal was included. The north-east and hill states included Arunachal Pradesh, Assam, Himachal Pradesh, Jammu and Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and Uttarakhand.
Tamil Nadu had secured the first position in the GGI released for the year 2019. In the report of the year 2021, other states were Gujarat in Group-A, Madhya Pradesh in other states Group-B, Himachal Pradesh in North-East and Hilly States and Delhi had secured the first position in Union Territories.
Apart from this, DARPG also releases GGI of the states. DARPG has so far prepared such reports for Himachal Pradesh, Tamil Nadu, Uttar Pradesh, Maharashtra, Gujarat, Jammu and Kashmir and Arunachal Pradesh.
