Dawood Ibrahim Threat: Indian investigative agencies have failed to catch underworld don Dawood Ibrahim for the last four decades, but efforts to stop his illegal activities and harm his gang always continued. For this purpose, the government started auctioning its properties under the Income Tax Act and Safema from the year 2000. The first auction was announced in December 2000, but due to fear no one came to bid. The media presented it in such a way that even though Dawood is sitting in Karachi, his fear still dominates Mumbai.
After a few months, the auction was held again, in which Delhi’s Shiv Sainik and lawyer Ajay Srivastava bid and bought two shops of Dawood in Nagpada area. Srivastava said that his aim was to give the message that there is no need to be afraid of a fugitive like Dawood. However, even after 25 years of winning the auction, they could not get possession of these shops. These shops were in the possession of Dawood’s sister Haseena Parkar, who flatly refused to vacate the shops.
Condition of Delhi’s brothers
The story of Delhi’s businessmen Jain brothers is also similar. In 2001, Piyush Jain and Hemant Jain bought Dawood’s 144-square-foot shop named Umera Engineering Works in Taddev area at auction, but when they went to register it, they were refused. Saying that this property comes under the Central Government and the property which is under the Central Government cannot be registered in the name of any private person. After many years of hustle and bustle and visiting government offices, the matter moved forward.

After a delay of 23 years, when the way for registration was cleared, the registrar demanded Rs 1 lakh 54 thousand from him as increased stamp duty, registration fee and penalty, even though the value of the property was only Rs 2 lakh. The Jain brothers approached the court, but delay after delay continued. Ultimately he paid this amount out of compulsion. The property was finally registered in his name in December 2024, but now his real fight is to get possession of this property.
Taking over Dawood’s properties has always been a difficult and dangerous task. In 2016, journalist S., who bid on a restaurant on Pakmodia Street, Chhota Shakeel threatened Balakrishnan and conspired to attack him, which was foiled by the police in time.

Even though the government arranges auctions, those who win the auction are left to fend for themselves. They have to face fear and difficulty in getting registration and possession. Piyush Jain has demanded that the government should support the bidders till they get possession of the property after the auction, so that they can complete the process without any fear.
