Haryana: If Shamlat wants to take ownership of land then these conditions and rules are a big gift for farmers and common people.

Chandigarh. There is big news for farmers and common people in Haryana. The Nayab Saini government has given a big gift to the people who have been living by building houses on Shamlat land for 20 years. People who have been building houses on Shamlat land in villages in the state for 20 years will now get ownership rights. The government has passed a bill in this regard in the Legislative Assembly and now this bill will be sent to the Governor for approval.

Actually, people will benefit a lot from this Act of Haryana, however, a price will also have to be paid for it. After this bill becomes law, only those having houses of 500 square yards will benefit. Apart from this, land can be transferred to the name of farmers who have been farming Shamlat land on lease for 20 years. However, for ownership rights they will have to pay the price of the land based on the market value. Shamlat land is reserved for the use of the Gram Panchayat or village community and has no private ownership. It is noteworthy that the Nayab Saini government passed the Haryana Village Shamlat Land (Regulation) Amendment Bill, 2024 in the Assembly to amend the Haryana Village Shamlat Land (Regulation) Act, 1961.

Khattar government had taken the initiative

Former CM Manohar Lal had taken initiative regarding this matter. He had taken a decision on this in the cabinet meeting on March 5. However, later due to the Lok Sabha elections, the code of conduct was imposed and then the matter did not move forward. Later on July 12, Naib Saini approved this bill in the cabinet meeting. In such a situation, money will have to be paid to take ownership of this land. This will benefit people on a large scale.

Haryana Settler Pattedar Kisan Kalyan Samiti talked to the media on Wednesday on the entire matter. Committee Chairman Harpal Singh Gill said that it is a historic bill passed in the Haryana Assembly session, in which the settler tenant farmers have been given the ownership rights of the land. After a long struggle, we got the right to own our Panchayati and Shamlat land. Now these people will become the owners of the land on which they were farming for a long time. These people were farming on Shamlat land since the partition in the year 1948-49. Then these people had created cultivable land by removing the forests. In the year 1952, the then Chief Minister Sardar Pratap Singh Kairo had launched a campaign to populate the forest land. Land was given in areas like Karnal, Kaithal, Guhla etc. There were some problems after the formation of Haryana in 1966 and after the partition, Sikhs had settled here in Panipat, Ambala and Karnal. In 1977, Bansi Lal attacked the rights of the Pattidars and issued a notice to the Pattidars. After this the Pattidars approached the court and in 1986 they lost in the High Court, then the government issued eviction notices to the Pattidars. After this, all the Chief Ministers harassed the Pattidars. Under the HUDA government, the Pattidars were harassed a lot and electricity connections were disconnected. Now the fourth generation of Pattidars is running.

CM will be honored

He said that former CM Manohar Lal worked to resettle the tenants instead of uprooting them and Manohar Lal had said for the first time that no tenant would be removed. In the assembly elections, BJP gave rights to the tenants through ordinance. On November 18, 2024, the Bill was passed in the Assembly and made the land owner. This is a historic day. Which will always be remembered. BJP worked in the interest of the Pattidars. Now years of struggle have yielded results and we thank the BJP government. Now the ownership proceedings will start soon. A total of 38000 acres of land and 65000 population will be directly benefited. He says that there is more land in Guhla and Pihowa. Ownership will be given at a nominal rate, installments will also be arranged for those who do not have money. Soon a felicitation ceremony for strip farmer Chief Minister Nayab Saini will be organized.
